"Studies of Economies in Transformation No. 24. Investments to improve the energy efficiency of existing residential buildings in countries of the former Soviet Union (FSU) are an important part of the housing-sector transitions since the demise of the centrally planned Soviet economy. This report reviews the housing problem in FSU countries, surveys existing studies of the technical-economic opportunities for energy efficiency in multifamily residential buildings, and analyzes the linkages between energy efficiency and the housing problem. Recommendations for energy-efficient project design and implementation are given. "
