Examines the theories and successes of mass privatization programs in former socialist states and the move from a command to a market-based economy. The primary objective of a mass privatization program is to facilitate the transition to a market-based economy by privatizing state-owned enterprises. Given the constraints in many former socialist countries, mass privatization programs have been highly successful in accomplishing this goal.
The authors examine approaches towards mass privatization that were adopted in the Czech and Slovak Republics, Poland, Lithuania, and Russia. Each stage of the process, from the initial distribution of vouchers, to the post-privatization implications for capital market development and restructuring, is described in detail. To emphasize the influence of state involvement in the program, a number of theoretical issues relating to portfolio analysis, corporatization, investment funds and others are reviewed. A number of critical features that help create and maintain an encouraging environment for mass privatization are also outlined.
